Modesto Area Dial-A-Ride (MADAR) Face Mask Procedure

These provisions were part of the detailed order posted by the California Department of Public Health effective June 19, 2020.  Modesto Area Dial-A-Ride (MADAR) passengers without a mask will be provided one from their driver, while supplies last, and are encouraged to retain it for ongoing use. Passengers incapable of placing a mask on themselves, but whose conditions do not prohibit wearing a mask, should have a caregiver secure their mask. Passengers who refuse to wear a mask for non-health- and safety-related reasons will be treated as follows:

  1. The first time an offered mask is refused, the passenger will receive a warning but allowed to board the bus so long as no other passengers are scheduled for the trip. In this warning, the passenger will be informed that they will not be allowed to travel on MADAR in the future without a mask as they pose a direct safety threat to the public health. 
  2. If there are other passengers booked who would share the ride with the person refusing to wear a mask, the passenger will not be permitted to board and politely informed that they must wait for another bus to take them to their appointment.
  3. The passenger will receive a follow-up letter advising them in writing of their rights, responsibilities and options related to mask wearing on MADAR.
  4. If the passenger continues to refuse to wear a mask, without giving a reasonable accommodation cause, the passenger will not be allowed to book future travel.  A service denial letter will be sent explaining and outlining the process and procedures. Passengers may file a complaint if they are uncomfortable with state mask mandates.
